Downloading the files and installing Preem Scanner into the game are no complex tasks to accomplish. You can do so manually or through the Vortex mod manager. There are various iterations of the mod, allowing you to choose between different effects you want to retain or add to the scanner.
For instance, there’s a version that removes the green tint but keeps the vignette, HUD, and pixel effect. Concurrently, there are versions of the mod that add a monochrome effect or a red tint to the scanner. Besides the cosmetic changes, however, the mod doesn’t change anything else in the game.
